After the verification work was launched, the “National Implementation Plan for the Field Inspection of Mining Rights†and the “Guidelines and Technical Requirements for the Field Inspection of Mining Rights in the Country†were issued. According to regional characteristics, geographical features and characteristics of minerals, Liaoning Tieling and Zhejiang Changxing were selected. Four county-level administrative districts in Chongqing Nanchuan and Shandong Pingyi conducted pilot and demonstration of on-site verification. On this basis, the Ministry of Land and Resources issued the "Notice on Carrying out the Field Verification of Mining Rights in the Country", and specially deployed the field verification of mining rights in the country. The training course on the technical requirements for the field verification of mining rights held in Dalian in August 2008 was marked as a whole, and this work was fully rolled out across the country.
In accordance with the overall requirements of the Ministry of Land and Resources, the provinces (autonomous regions and municipalities) actively took measures to determine the organization, formulate specific implementation plans, strive for local financial support, and steadily advance the verification work. According to reports, Liaoning, Hainan, Guangdong, Guizhou, Jilin, Beijing, Tianjin, Anhui, Gansu and other provinces have given a total of 145 million yuan in financial support; Liaoning Province has set up teams for field verification, database construction, comprehensive results, publicity and supervision. Printing posters, promotional materials, etc., to create a verification work atmosphere; Zhejiang, Fujian and other provinces through the tendering method to determine the mining rights on-site verification commitment unit. The verification work was rolled out for four months and achieved phased results.
At the symposium, the National Project Office, China Coal Aerial Survey and Remote Sensing Bureau, Liaoning, Zhejiang, Shandong, Chongqing and other provinces and cities introduced the progress of field verification and pilot experience. On the basis of exchanges and discussions, the participants proposed solutions and suggestions for the problems arising from the verification. Participants believed that the on-site verification should be organized in units of provinces and implemented in counties. Each county can also be divided into 1 to 3 test areas as basic measurement units according to actual conditions. The basic measurement network should be laid out before the actual measurement. Control points, on the basis of this, carry out the mining rights survey; in the team organization, each province entrusts a unit to be responsible for the implementation of the province's verification work organization and results summary work, and select a batch of existing measurement qualifications and geological exploration through bidding, etc. The qualified units undertake the field survey work; all localities should do a good job in propaganda work according to the actual situation, and issue relevant policies such as methods and methods for finding problems in the verification, and promote the verification work.
