State Council: Reasonable determination of rare earth export quotas and production

The State Council executive meeting on February 16th studied and deployed policies and measures to promote the sustainable and healthy development of the rare earth industry, with particular mention that resources will be pooled to determine the annual total amount of rare earth mining and export quotas.

The meeting pointed out that in the current development of China's rare earth industry, there are still problems such as repeated illegal exploitation, serious damage to ecological environment and waste of resources, lag in high-end application research and development, and disordered export order, which seriously affect the healthy development of the industry. It will improve the industrial concentration by standardizing the sustainable and healthy development policies and measures for the rare earth industry in the next five years, as well as accelerating the integration of rare earth development resources and industry mergers and acquisitions.

In the future, China will implement more stringent protective mining policies and ecological environmental protection standards for rare earth resources, and strictly control the industry and the environment. Coordinate the consideration of domestic resources and production, consumption and international market conditions, and reasonably determine the annual total amount of rare earth mining and export quotas. At the same time, we must resolutely crack down on illegal mining and super-control index mining, illegal production and over-planning production.

Yao Jian, a spokesperson for the Ministry of Commerce, revealed that from January to November 2010, China exported a total of 35,000 tons of rare earths, an increase of 14.5%. In the future, the export quotas for rare earths will be managed in accordance with WTO rules.

The data shows that the total amount of China's rare earth export quotas in 2010 decreased by about 30% compared with 2009. The export quota for rare earths in 2011 has not yet been determined, but in December last year, the Ministry of Commerce announced that the first batch of rare earth export quotas for 2011 was 14,446 tons, which is about 11.4% lower than the first batch of 16304 tons.
