On the same day, the 7th Cross-Strait Information Industry Technical Standards Forum was opened, and Shi Shijing made the above statement at the forum in the afternoon.
First of all, Yan Shijing pointed out that the polysilicon industry has a tendency to overheat investment.
The survey shows that the polysilicon industry plans to invest a total of 134 billion yuan, the actual investment is 47 billion yuan; the designed capacity of the completed project is more than 40,000 tons, and the designed capacity of the project under construction is more than 60,000 tons.
“Although the design capacity of the project under construction includes the multi-phase project construction goal to be implemented step by step, if it is not standardized and guided in time, the funds will continue to be invested, and a large number of projects will start construction in a concentrated manner, which will inevitably lead to overcapacity.†Shi Shijing said.
Second, there is still a big gap in technical equipment.
In addition, there are large risks and competitive pressures in the market.
He said that the development of the photovoltaic industry relies mainly on the international market. About 90% of solar cells are used for export, and may face severe challenges from international trade protectionism. Most polysilicon enterprises are still difficult to compete with foreign countries in terms of cost and quality. At the same time, the continuous improvement of foreign companies in emerging solar cell technologies has created greater competitive pressure on the subsequent development of China's industry.
Yan Shijing believes that it is urgent to speed up the construction of standards and other systems.
He pointed out that there is no unified energy consumption, land occupation and environmental protection standards for polysilicon production; the formulation of photovoltaic products and application technology standards lags behind the development of the market; the product quality certification system is still not perfect. In addition, there is a lack of effective interaction and internal and external factors in the photovoltaic industry, and the self-discipline is not strong, which affects the healthy and sustainable development of the photovoltaic industry.
According to statistics, at present, China's annual output of polysilicon exceeds 20,000 tons, and the self-sufficiency rate of photovoltaic raw materials reaches 50%. The output of solar cells has developed rapidly with an average annual growth rate of over 100%, ranking first in the world for three consecutive years.
According to the incomplete statistics of the Ministry of Industry and Information Technology, there are 370 photovoltaic enterprises in 29 provinces and municipalities, among which polysilicon enterprises
Ministry of Industry and Information Technology officials blame the photovoltaic industry for overheating polysilicon investment
On October 24, Yan Shijing, deputy director of the Department of Electronic Information of the Ministry of Industry and Information Technology, warned in Fuzhou that there are four major problems in the photovoltaic industry, including the polysilicon industry's tendency to overheat investment.
